Kennedy is an accomplished government affairs attorney with over 15 years of experience leading federal policy and advocacy strategies for the energy, chemical, and agriculture sectors. He has represented major industries on critical environmental issues, managing all stages of the federal rulemaking process—from proposed rules to Supreme Court litigation.

Most recently, as Senior Regulatory Counsel for an oil and gas midstream producer, Kennedy guided enterprise risk and EHS strategies, serving as the lead compliance advisor on pipeline safety and OSHA PSM issues. He successfully settled a significant CERCLA/CWA claim involving cleanup activities and fines. Prior to this, as a Senior Policy Advisor at the American Petroleum Institute (API), he developed enterprise-wide sustainability strategies, influencing federal and international policy on advanced recycling and PFAS. He also managed API’s Health and Product Stewardship Committee and two Clean Air Act consortiums.

His background includes significant victories in high-stakes litigation. While at the National Mining Association, he was instrumental in winning a Supreme Court stay on the implementation of the EPA’s Clean Power Plan. During his tenure at the Agricultural Retailers Association (ARA), he represented the agricultural supply industry following the West, Texas accident. He navigated the industry through the resulting Executive Order 13650 and amendments to the Risk Management Program (RMP), which mandated third-party audits and safer technology analysis.

Kennedy has testified before numerous agencies, including the EPA, U.S. Chemical Safety & Hazard Investigation Board, and the White House Office of Management and Budget. His investigative experience dates back to his time as a lead congressional investigator on the BP Texas City explosion for the House Committee on Education and Workforce.
